ATCO Fatigue Management Regulation Study

Perform a fatigue hazard investigation based on scientific research and develop guidelines and regulations on how to implement fatigue management in TWR, APP and ACC units according to ICAO SARPs.

Following a site visit and a research of relevant ICAO documentation, our experts benchmarked the current situation against four other comparable countries. Several surveys were developed, looking at fatigue hazards both known past fatigue hazards as well as anticipated future factors that could contribute to ACTO fatigue. ATCO sleep assessment was carried out through actigraphy in combination with sleep diaries. Past and future ACTO rosters were analysed using biomathematical model and several in-depth interviews with ATCOs at participating units were performed. Ultimately, To70 developed specific recommendations to improve the current fatigue situation – both for the CAA and for the ANSP.
