The Challenge
Greece is undergoing a significant transition towards Performance-Based Navigation (PBN) to modernize its airspace and enhance operational efficiency. Implementing PBN in the Athens Terminal Manoeuvring Area (TMA) presents challenges due to the need to balance increasing traffic demand, environmental constraints and complex interactions with military airspace. Ensuring compliance with ICAO standards while addressing safety, noise impact and infrastructure limitations requires a structured and collaborative approach.
Our Approach
In cooperation with DFS Aviation Services, To70 has supported the development of the Concept of Operations (CONOPS) for the Athens TMA, working with the Hellenic Aviation Service Provider (HASP), Athens International Airport (AIA), and the Hellenic Civil Aviation Authority (HCAA). Following ICAO DOC 9992 guidelines, To70 is responsible for defining operational requirements, forming the airspace design team, setting objectives and timelines, developing a baseline noise model, establishing safety policy and performance criteria, and assessing CNS/ATM assumptions to ensure a structured and efficient airspace design process.
